Messmer Secures Big Wins for Indiana’s 8th Congressional District, Supporting Local Defense Jobs and America’s National Security

WASHINGTON, D.C. – Today, Rep. Mark Messmer (R-IN) released the following statement following the passage of the National Defense Authorization Act (NDAA) of FY2026 in the House of Representatives:

The passage of the FY2026 National Defense Authorization Act is a major step forward for our country’s national security and a tribute to the dedicated men and women who support our Armed Forces and defend the United States of America.

“This legislation fine-tunes our military readiness, bolsters our international alliances, and directs critical investments towards technologies like hpersonics that are important for America’s military lethality.I chose to be a member of the House Armed Services Committee because of the national and local importance of Indiana’s Crane Naval Surface Warfare Center. The advanced research and development work being done at Crane in my district are changing battlefield realities while ensuring America’s warfighter has the most effective and modern equipment with which to protect our allies and defend our homeland.

“I am proud to represent Hoosiers in IN-08 and all Americans with the passage of this important legislation.”

PROVISIONS MESSMER SECURED IN THE BILL:

Building the Southwest Indiana Defense Industrial Base

●      Authorizes $12 million for the Quantum Communications Corridor to make Indiana a Midwest-based center for quantum technology.

●      Grants needed resiliency reforms to the Industrial Base Fund (IDF) at the Department of War to address critical issues in the industrial base relating to urgent operational needs.

●      Supports the Cyber-Physical Ranges stationed at the Fort Atterbury Muscatatuck Cyber Range to guarantee the great work done by our Indiana National Guard at Fort Atterbury.

●      Authorizes $210 million in funding for the Nuclear-Armed Sea-Launched Cruise Missile (SCLM-N).

●      Authorizes an additional $10 million in testing and evaluation for reusable Hypersonic Test Beds that will support the Multi-Service Advanced Capability Hypersonics Test Bed (MACH-TB) program.

●      Authorizes $208 million for the Crane Army Ammunition Plant for military construction to expand their Pyrotechnic Production Facility.

●      Authorizes $160 million for Marine Joint Light Tactical Vehicles (JLTV) procurement, a key step in supporting our light tactical vehicle industrial workforce.

●      Authorizes $10 million for Project Pele, accelerating the development of micronuclear reactors.

●      Authorizes $512 million for Trusted and Assured Microelectronics in development and prototypes and another $143 million in system development and demonstration.

Supporting Our Strategic Forces

●      Supports the Space Development Agency by confirming the importance of their Middle Tier Acquisition, allowing the Space Development Agency to continue their work of rapidly fielding of satellites and other space-based systems.

●      Ushering in a new era in hypersonics weapons development.

○      Authorizes $353 million in funds to procure a long-range hypersonic weapon.

○      Authorizes $9 million in funds for research, development, testing, and evaluation (RDT&E) for advanced materials and manufacturing for Hypersonics (AMMH).

●      Continues support for President Trump’s Golden Dome for America Initiative.

○      The national missile defense policy has been changed to reflect the policy goals of the Golden Dome for America Initiative.

○      Establishes required quarterly briefings and an annual report to Congress concerning the development of the status of Golden Dome capabilities and architecture.

●      Authorizes $798 million for the Conventual Prompt Strike (CPS) weapon system.
